From Titan Quest 2 Wiki

Feats are specialized enhancements that you can slot into Passive Skills in Titan Quest 2 (TQ2).

As you invest points into a passive skill, you gain Capacity that can be spent on Feats to tailor and improve that skill’s performance. Each Feat requires a specific amount of Capacity and grants one or more effects, such as increased Ailment Chance, additional Regen per second, or an Armor bonus. Some Feats even unlock unique functionality for their parent skill.
